When Publishers Clearing House Prize Patrol arrived at the home of Tracy DeCillis in Staten Island, New York, the paraprofessional for the NYC Department of Education was nowhere to be found.   1. All I ever hear is I have to pay to win or buy a card or pay FedEx to deliver winnings. PCH delivers, not FedEx. Tired of hearing this every time I get a text like that.
